On the morning of July 18, the Guangdong-Hong Kong-Macao Greater Bay Area Sub-center of the World Meteorological Center (Beijing) and the Greater Bay Area Meteorological Technology Integration Innovation Platform (hereinafter referred to as the "World Meteorological Sub-center") successfully held its topping-out ceremony. Zhuang Xudong, Secretary of the Party Leadership Group and Director of the Guangdong Provincial Meteorological Bureau, Wang Datong, Standing Member of the Huangpu District Committee and Executive Deputy District Mayor of Guangzhou, Tan Haobo, Deputy Director of the Guangdong Provincial Meteorological Bureau, Liu Jinluan, Secretary of the Party Leadership Group and Director of the Guangzhou Municipal Meteorological Bureau, and Zhang Zequan, Deputy Party Secretary and Executive General Manager of China Construction Third Engineering Bureau South Company, along with other leaders, attended the event.

Wang Datong remarked that the World Meteorological Sub-center project exemplifies the "Huangpu speed" — the main structure was topped out ahead of schedule. The project showcases "Chinese quality" by adhering to the positioning of "world-class, China-leading, and Bay Area-characteristic" from the very beginning. It completed the international competition for architectural design with high standards, innovatively adopted EPC bidding, and implemented high-level planning for a smart construction site. Going forward, the project should continue benchmarking against world standards. Under the guidance of provincial and municipal meteorological departments, it aims to become the first sub-center of the World Meteorological Center globally, as well as a "Silicon Valley" for international meteorological leaders, providing intelligence for Sino-Singapore Guangzhou Knowledge City to become a national knowledge hub.

Zhuang Xudong emphasized that the World Meteorological Sub-center project is a concrete measure to implement General Secretary Xi Jinping’s major decisions on the development of the Guangdong-Hong Kong-Macao Greater Bay Area and his important instructions on meteorological work. It also marks the start of a new chapter in the high-quality development of meteorology, enhancing meteorological science and technology innovation capabilities, and reinforcing the first line of defense for meteorological disaster prevention and mitigation in the Greater Bay Area. Over the past year since the project officially started construction, thanks to the leadership and strong support of the municipal and district party committees and governments, all participating units efficiently completed the pile foundation engineering and underground structure construction, achieving the topping-out of the main structure ahead of schedule. In the next phase, Zhuang expressed the hope that all units would continue to maintain high standards and strict requirements, turning the project into a landmark technological innovation project in the global meteorological field, further establishing a new benchmark for scientific and technological innovation in Sino-Singapore Guangzhou Knowledge City!

The World Meteorological Sub-center project is located in the Science and Education Innovation Zone of Sino-Singapore Guangzhou Knowledge City, covering a land area of 12,846 square meters, with a total construction area of 41,904.8 square meters. Upon completion, the project will provide high-quality meteorological technology support for the construction of the Greater Bay Area, the Belt and Road Initiative, and the strategy of building a maritime power. It will become the first high-level meteorological service center in China, helping the Greater Bay Area play a "bridgehead" role in global meteorological services.
